Mechanical Advance and Retard

Does anyone out there know at what engine speed the mechanical advance should reach full advance?  My Silk seems to idle at about 1300 - 1400 rpm and with a fixed electronic advance such as the Pazon or Boyer would give full advance at idle. These are set typically for full advance on a four stroke at 3000 rpm where the cam rotates at half engine speed.  I have been looking at programmable advance ignition systems to see if they are an option for the future. Hence the question.
